CTMU Cadres of the Future: ‘Think Tanks,’ ‘Foundations’ and Institutes of “Political Action”
The formulation of policy depends on the rich tapestry of a ‘transactional memory system’ which is distributed as well as embodied in persons, often colleagues with shared principles and relationships.
The vehicles by which these persons are made colleagues are known broadly as an ‘institute,’ more specifically as committees, think tanks, foundations, and educational organizations. There comes a point in a University’s vast size and scope where the function ceases to be education. The top professors and thinkers no longer teach but rather occupy and live in the heights of intellectual siloing— policy formulation and planning are exposited and written down; turned into memos and policy papers with many collaborators. Many minds and academic careers are then launched into executive administration [the cabinet of the President of the United States], departments and ministries. These minds are never not occupied. If they are not advising the President today, then there are most likely working through future and hypothetical policy formulations and academic papers published in Journals or circulated amongst the people ‘in-the-know’ in memorandums. Examples of Historical and still existing institutes are: The Hoover Institution [of Stanford], Ford Foundation, Carnegie Foundation, University of Michigan Institute for Social Research, Columbia Institute, RAND Corporation. Some of these are financial endowments meant to fund research (You can tell by the Titan of Industry names, Ford, Carnegie); others are the research and policy manufacturers themselves.
It is often mature and illustrious professors Who people these institutes. Zbigniew Brzezinski and Henry Kissinger are probably the most famous of the 20th century. They function as both leaders of policy formulation in think tanks, and other institutes funded by the constellation of banksters and America plutocrats, as well as direct policy advisors in the executive government.
Why the discussion of this sociological and historical observation? Well because I’m teeing Up the Future of the CTMU if it is to become politically active….
